Samantha (Greendeer) Skenandore represents and advises tribal and corporate clients on a variety of issues facing Indian country with a focus on tribal governance/governmental affairs, corporate transactions, Indian gaming and litigation.  Samantha has secured favorable results in areas including state and federal legislation, SBA, 8(a) and minority business certifications, labor and employment, cultural resources preservation, complex real estate transactions, including fee to trust conversions, development of tribal commercial districts, zoning disputes and appeals, acquisition of federal surplus property, intergovernmental agreements and contracts. She has successfully represented clients before various members of congress, congressional committees and agencies through federal lobbying services. 

 Samantha joined The Shanker Law Firm in January 2013.  Prior to joining The Shanker Law Firm, Samantha was a Senior Associate at the Indian law firm of Shanker & Kewenvoyouma, PLLC in Tempe; a Senior Attorney at Whyte Hirschboeck Dudek, S.C, based out of Milwaukee, Wisconsin; served as a Tribal Attorney for the Ho-Chunk Nation Department of Justice; clerked for the United States Department of Justice in the Indian Resources Section; and clerked for the State of Colorado Division of Administrative Hearings in Denver, Colorado.

Samantha received her B.A. from the University of Wisconsin – Madison with a major in Behavioral Sciences and a certificate in American Indian Studies. She completed the University of Tulsa Comparative and International Law Center’s Geneva Institute on Indigenous Peoples Law in Geneva, Switzerland, in 2003. Samantha received her J.D. in 2005 from the University of Denver Sturm College of Law. Samantha is a member of the State Bar of Wisconsin, Ho-Chunk Nation Bar, Hualapai Tribal Court, Fort McDowell Tribal Court, United States District Court, Western District of Wisconsin, American Bar Association, Federal Bar Association, and Federal Circuit Bar Association, where she chairs the Indian Law Committee.  Membership with the Arizona Bar is pending.

Samantha received a Tribal Excellence Award by the Wisconsin Department of Transportation in 2012, the 2011 Wisconsin Law Journal’s Up and Coming Lawyer award and was featured in the 2008 Business Watch Magazine, Dane County (WI) Forward Focus, "Amazing Women in Business". Samantha is enrolled with the Ho-Chunk Nation and descends from the Oneida Nation of Wisconsin (paternal side).
